Darrell Freund helps put countries on the path to sustained growth through sound economic and fiscal policies, good governance, and supporting and sustaining institutional reforms. He specializes in assuring proper management of public finances, improving the performance and accountability of the public sector, identifying and implementing reforms, and bolstering related institutions.
An adept manager as well as technician and trainer, he has led technical assistance teams in Africa, Asia, and the Pacific. He has implemented technical assistance for the Asian Development Bank (ADB), the Association of Southeast Asian Nations (ASEAN), Australia’s Department of Foreign Affairs and Trade (DFAT), Germany’s international development agency (GIZ), the United Kingdom’s Department for International Development (DfID), and the World Bank.
Projects under his direction have encompassed change management, civil service reform, expenditure reviews, functional and diagnostic reviews, risk management, and enhancing service delivery. He has provided technical assistance in budgeting, effective resource allocation, and strategic planning. He has developed and delivered capacity building and training curriculum and materials, operational manuals and standard operating procedures. He has worked in postconflict environments in Afghanistan, the Solomon Islands, and Tajikistan.
He previously spent a decade at PDP Australia Pty Ltd., a Sydney-based consulting firm. Before that he worked for the audit, tax, and advisory firm KPMG and the New York City Council’s Finance Division. He had also served as a Peace Corps volunteer in the Republic of Congo.
