Rene Bustillo is an electrical engineer and registered attorney with 32 years of broad experience in telecom operations, ICT, internet and network services, public sector reform strategy, and project management. Mr. Bustillo is particularly experienced in telecom liberalization, licensing, spectrum policy and management, and regulation in developing countries. He has worked as a consultant on regulatory matters for ECLAC, USAID, World Bank, IDB, and European Union projects in most Latin American and Caribbean countries, Eastern Europe, Western Africa, Southeast Asia, and the Pacific.
Mr. Bustillo has worked in the public and private sectors, including with Boeing, NASA, telecommunications operators, and regulatory entities. He speaks frequently at forums and workshops on sector regulation and infrastructure, telecommunications, and ICT development and is a professor emeritus at the Electrical Engineering School of the Universidad Mayor de San Andres in Bolivia.
