Mr. Pereyra, an engineer, has been a telecommunications consultant for more than 20 years, advising companies, local and national governments, international agencies, and lenders. He previously served in high-level positions in Entel Peru, the former national telecommunications company of Peru that operated outside Lima.
His expertise includes valuing telecommunications business and assets, and advising on spectrum license auctions, determining market size and potential growth, designing wireless and fixed networks, drafting technical specifications for tenders and evaluating bids for concessions, evaluating infrastructure, restructuring telecom companies, and introducing e-commerce as well as Internet security.
Mr. Pereyra designed a WiMax network to provide broadband access across Peru, a broadband 3G/4G fixed wireless network in Nigeria, and a broadband backbone network to connect Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, and Panama. In addition to designing the Nigerian provincial and Peruvian national networks, he prepared technical specifications for bidders to provide networks and advised the client governments on evaluating bids and selecting winners.
