Dr. Latham has testified as an expert witness in litigation involving patent and trademark infringement, antitrust, employment, breach of contract, and other cases in federal and state courts.
On issues involving electric utilities, he has testified before the Federal Energy Regulatory Commission and state regulatory authorities. An associate professor of economics at the University of Delaware, he served as chairman of the Department of Economics for six years. During the 1987-1988 academic year, he was a Fulbright Professor at Hankuk University of Foreign Studies in Korea. Previously he was a manager in the corporate planning department of the Delmarva Power and Light Company and a senior research economist with the Economic Development Administration of the Commonwealth of Puerto Rico.
