In 2008, the National Indian Gaming Commission (NIGC) released a cost-benefit study in support of its adoption of new Class II Indian gaming regulations. The Oklahoma Indian Gaming Association commissioned Principal Economist Alan Meister to conduct an independent economic assessment of the cost-benefit study, specifically its methodologies and conclusions.

In a report submitted to the NIGC, Dr. Meister identified a number of material shortcomings in the cost-benefit study. Furthermore, he concluded that these shortcomings raised significant doubts about the reliability of its quantitative results and qualitative conclusions.
