In 2009, the Tohono Oodham Nation proposed the development of a first-class resort and casino-the West Valley Resort-near Glendale, Arizona.

The Nation commissioned Alan Meister to measure the potential economic and fiscal impact of casino construction and operation at the local, regional, and state level. As an input to the economic impact study, Dr. Meister assisted with a feasibility study to determine the economic viability of the casino.

The study included a market analysis, visitation and revenue projections, quantification of the impact on existing casinos in the market, computation of the potential return on investment for the tribe, and recommendations regarding facility specifications.

Overall, Dr. Meister found that the introduction of the West Valley Resort would have significant positive economic and fiscal impact on Glendale, Western Maricopa County, Maricopa County, and the State of Arizona, including increases in output, jobs, wages, and tax revenue to state and local governments.
