The inadequacy of Haiti’s main port in Port-au-Prince became clear when life-saving relief supplies and food could not reach Haitians after the earthquake in 2010. To support the government’s efforts to create economic opportunities outside of Port-au-Prince, USAID initiated improvements to port infrastructure in Haiti’s north.

As part of a consortium, Nathan Associates analyzed market demand, economic feasibility, project structure, and institutional and regulatory matters for a project to improve the existing port at Cap Haitien and to build a port at Fort Liberté (greenfield project).
