Protectionist aviation policies were severely constraining tourism and business development in Mozambique, potentially a top tourist destination. Mozambique has taken important steps toward a liberalized skies policy, but additional efforts were needed to implement changes and promote more competition.

With this in mind, the U.S. Agency for International Development as part of its Support Program for Economic & Enterprise Development (SPEED) project retained Nathan to conduct an economic cost benefit analysis of the proposed Air Transport Liberalization Reform on tourism and the wider economy in Mozambique.

Based on the analysis, Nathan refined the proposed liberalization and established an implementation plan for reform, which was presented in a high-level public forum with attendance by political and industry leaders.
